- A login makes you a data holder
Florida's Information Protection Act defines personal information to include a user name or email address combined with a password or security question that would permit access to an online account. Any commercial entity that stores it is a covered entity and must take reasonable measures to protect and secure that data.

- What Florida requires after a breach
The same statute requires notice to affected individuals as expeditiously as practicable and no later than 30 days after a breach is determined, and notice to the Department of Legal Affairs when 500 or more people in Florida are affected. An attorney should lead any response.

Cost follows the number of user roles, screens, integrations and rules, not the visual design. A single-purpose tool with one login type is a small project. A portal with clients, staff and administrators, payments and two integrations is several times larger. Ongoing hosting and support are separate from the build. Starting with a narrow first version is the most reliable way to control the total.
It can be, and security is decided by how it is built and run. Expect encrypted connections, hashed passwords, role-based access, multi-factor sign-in, backups and prompt updates, and collect only the data the tool needs. Florida law requires reasonable measures to protect personal information. Regulated data such as health or financial records adds specific duties, so involve your compliance officer or attorney before design starts.
